Indian Govt Announce 7th Pay Commission For Central Government Employees

Ahead of elections, the central government on Wednesday (25/09/2013) announced constitution of the Seventh Pay Commission, which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners.

"Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", finance minister P Chidambaram said in a statement.

The setting up of the Commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the assembly elections in 5 states in November and the general elections next year.

The government constitutes Pay Commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification.

As the Commission takes about two years to prepare its recommendations, the award of the seventh pay panel is likely to be implemented from January 1, 2016, Chidambaram said.

The Sixth Pay Commission was implemented from January 1, 2006, fifth from January 1, 1996 and fourth from January 1, 1986.

The names of the chairperson and members of the 7th Pay Commission and its terms of reference will be finalized shortly after consultation with major stakeholders, Chidambaram said.

V ) Coaching Class for Competitive Examinations

I. A. S. Coaching Class
The I.A.S. Coaching Class is attached to Ravenshaw University, Cuttack. It provides coaching to persons desirous of appearing at the competitive examinations conducted by the Union Public Service Commission for various Civil Services, The minimum qualification for enrolment is a graduate degree of any recognised university, the University does not charge any admission or tution fee for enrolment. The duration of the coaching is form 6 p.m. to 9 p.m. on all working days of the University. No hostel facility exists for the students under this scheme.

Coaching is provided in General Knowledge, English, Indian Language (Oriya), Economics, Political Science and International Relations, History, Zoology, Mathematics Commerce and Accountancy. Reading room facilities are also available.

Pre-Examination Training Centre for SC/ST
As desired by the Government of India, the Harijan and Tribal Welfare Department of the state has opened a Pre-Examination training Centre for Scheduled Caste / Tribe students which is attached to this University. At present two schemes are being operational in the Training Centre for providing coaching to the eligible SC/ST candidates. Under the first scheme, intensive coaching is imparted to deserving SC / ST candidates only in English and General knowledge. Only twenty candidates can be admitted into lodging in a separate hostel. Students of the center shall receive a monthly stipend of Rs.250/- each, with condition that they become boarders and attend the coaching classes on a whole time basis.

Under the second scheme Coaching is imparted to S.C / S.T. candidates only to enable them to sit for the competitive examinations held for the recruitment of clerks / assistants in the District Offices and Secretariat of the State Government. The minimum qualification for admission into this course is +2 pass. There are two half yearly terms: Forty candidates are admitted to the course in each batch, Intensive coaching is provided in English, Arithmetic, General Knowledge and Intelligence Test / Viva Voce. The trainees are provided with free hostel accommodation and a monthly stipend of Rs.250/- each provided they reside in the hostel on a whole time basis. Government is contemplating to further expand the Pre-examination Training Schemes by providing coaching to cater to the needs of the Railway Service Commission, Staff Selection Commission and Banking Recruitment Boards.

Vi ) Attendance At Lectures, Tutorials, Etc. Each year a student is required to attend in each subject a minimum of 75% of lectures calculated separately for theory, practical, and tutorials, in order to be eligible for promotion to the next higher class or for being sent up for the Final Examination. The authorities may, however, condone the deficiency of attendance to the extent of 15% only in exceptional cases. The appropriate authorities can further condone the attendance to the extent of another 5% in case of those who are deputed by the Government or the Univesity for any purpose.
